Your Neighborhood Board is one of the most direct ways to participate in local government. District 9 includes two Neighborhood Boards — Waipahu (No. 22) and Ewa (No. 23). Both meet monthly and are open to all residents. You don't need to be a board member to attend, speak, or submit testimony.
Neighborhood Boards serve as advisory groups to the Honolulu City Council, the City administration, and state and federal officials. When you show up, your voice is part of the official record.

Attend in Person Both boards are open to the public. Simply show up at the meeting location before 7:00 PM. No registration is required to attend.
Speak at a Meeting: Any member of the public may speak at a Neighborhood Board meeting.
Raise your hand when you want to speak and wait to be recognized by the Chair
Address your comments to the Chair
Keep your comments to three minutes or less
You may speak on any agenda item or during the general public comment period
Submit Written Testimony: You can submit written testimony ahead of a meeting by contacting the NCO staff for your board. Written testimony becomes part of the official record.

A typical Neighborhood Board meeting includes:
Reports from elected officials (City Council, State Legislature, Congress)
Reports from city and state departments
Presentations on proposed projects, developments, or policies affecting the community
Resident and community concerns (open public comment)
Board business and votes on resolutions
Meetings generally last 2-3 hours. Agendas are posted on the board's website at least six days before each meeting.
