The Honolulu City Council is responsible for passing laws, setting the city budget, and overseeing city services. As a District 9 resident, you have the right to participate in the legislative process — and your voice matters. Here's how it works and how to get involved.

How the City Council Works

The full City Council meets regularly to vote on legislation. Before a bill or resolution reaches a full Council vote, it is reviewed by one of several standing committees. Committees hold their own public hearings where residents can testify on legislation before it advances.

Meeting Calendar: The City Council posts its full calendar of upcoming Council and committee meetings online. Meeting agendas are published 48 hours before each meeting.

Watch Meetings Live: All Council and committee meetings — with the exception of executive sessions — are open to the public. You can attend in person or watch remotely.

How to Submit Testimony

Testifying is one of the most direct ways to make your voice heard in local government. Any resident can submit testimony on any agenda item — you do not need to be an expert, and you do not need permission. Here's how:

Written Testimony (Recommended)

• Upload your testimony online at: hnldoc.ehawaii.gov/hnldoc/testimony

• Or mail to: Office of the City Clerk, 530 S. King St., Room 100, Honolulu, HI 96813

• Submit at least one business day before the meeting when possible

Oral Testimony — In Person

• Register in person outside the Council Chamber by 10:00 AM on the meeting day

• Each speaker is given 3 minutes on Public Hearing and New Business items, and 1 minute on all other items

Oral Testimony — Remote (Zoom)

• A Zoom link is posted on each meeting's agenda, available six days before the meeting

• Register through hnldoc.ehawaii.gov/hnldoc/testimony

Tips for effective testimony:

• State your name and that you are a District 9 resident

• Clearly state whether you support, oppose, or have comments on the measure

• Be specific — share how the legislation affects you or your community

• Keep it within the time limit
