September 2026: Legislation on the Move

Councilmember Tulba is the Chair of the Public Safety & Economy Committee and Vice Chair of the Committee on Housing, Homelessness & Parks. He also serves on the Budget; Energy, Environment & Sustainability; as well as International & Legal Affairs Committees.

Here are some bills and resolutions that our District 9 team is tracking:

• Resolution 26-172 Confirms the reappointment of Naʻalehu Anthony to serve on the Board of Water Supply of the City and County of Honolulu.

• Resolution 26-196 Confirms the appointment of Cary Okimoto to serve on the Civil Service Commission of the City and County of Honolulu.

• Resolution 26-197 Confirms the appointment of Christopher Ranken to serve on the Planning Commission of the City and County of Honolulu.

• Bill 54 (2026) Upon the request of an adjacent property owner or resident, allows the DTS Director to mark certain curbs within one-quarter mile of any public access to a hiking trail with a warning of certain parking restrictions or prohibitions.

• Bill 52 (2026) Increases the fines for violations relating to peddling.

• Bill 33 (2026) Establishes a special fund to be called the Parks Maintenance and Recreation Services Revolving Fund for the deposit of all revenues and proceeds generated by the DPR relating to the use of lands dedicated for park use or for park maintenance and recreation services. Establishes a special fund to be called the Botanical Gardens and Urban Forestry Revolving Fund for the deposit of all revenues and proceeds relating to the use of lands dedicated for botanical gardens, community gardens, and urban forestry programs and operations generated by the DPR.

• Bill 30 (2026) Amends provisions relating to the use of City parks for farmers' markets and food distribution events conducted by nonprofit organizations.

• Bill 31 (2026) Allows the DPR Director to establish a program to allow for improved stewardship of cultural sites in City parks. Establishes the process for including cultural sites in City parks in the program and requires a stewardship plan. Provides the DPR Director with rulemaking authority. Imposes fines for violations. 

• Resolution 26-189 Urging the City Administration to adopt sustainable road construction and repair practices through the integration of recycled ash and enhanced metal recovery.

• Resolution 26-184 Renewing the City’s sister city relationship with Cebu City, Republic of the Philippines.

• Resolution 26-193 Urging the United States Environmental Protection Agency and the Hawaiʻi State Department of Health to require the United States Department of the Navy to increase the frequency, chemical scope, and geographic extent of groundwater testing for per- and polyfluoroalkyl substances and petroleum chemicals in the immediate vicinity of the Red Hill Bulk Fuel Storage Facility and surrounding areas.
