April 2026: Legislation on the Move

Councilmember Tulba is the Chair of the Public Safety & Economy Committee and Vice Chair of the Committee on Housing, Homelessness & Parks. He also serves on the Budget; Energy, Environment & Sustainability; as well as International & Legal Affairs Committees.

Here are some bills and resolutions that our District 9 team is tracking:

City Budget Bills

BILL022(26): Appropriates funds for the Executive Operating Budget for Fiscal Year 2027.

BILL023(26): Appropriates funds for the Capital Improvement Program (CIP) Budget for Fiscal Year 2027.

BILL024(26): Authorizes the issuance and sale of general obligation bonds and bond anticipation notes of the City and County of Honolulu in a maximum principal amount equal to the aggregate of the amounts of general obligation bonds appropriated in the capital budget ordinance for Fiscal Year 2027.

BILL025(26): Sets the real property tax rates for the Fiscal Year July 1, 2026 to June 30, 2027.

BILL026(26): The Honolulu Authority for Rapid Transportation Operating Budget for Fiscal Year 2027.

BILL027(26):The Honolulu Authority for Rapid Transportation Capital Budget for Fiscal Year 2027.

BILL028(26): Appropriates funds for the Legislative Budget for Fiscal Year 2027.

Other Legislation

RESOLUTION 26-34: Transfers $3,193,954 in General Fund monies to enable the expansion of HONU, including the establishment of a second site.

BILL 78 (2025): Amending the City's traffic code by establishing a citywide Parking Meter Zone for on-street and off-street parking, authorizing variable parking meter rates and operation hours for all zones, establishing criteria for periodically adjusting parking meter rates and operation hours, repealing facility-specific regulations, and authorizing reduced parking rate programs.

RESOLUTION 26-74: Transfers funds not to exceed $16,777,253 in General Fund monies from the Provision for Hazard Pay activity for fiscal year 2026 to the Department of Transportation Services, Transportation Mobility activity for the payment of Temporary Hazard Pay to eligible members of Teamsters.

RESOLUTION 26-40: Requests that the City Administration consider designating the month of July as Disability Pride Month.

BILL 30 (2026): Amends provisions relating to the use of City parks for farmers’ markets.

BILL 32 (2026):  Authorizes the DPR Director to establish fees and charges by rule for the commercial and noncommercial use of parks; recreational facilities; and botanical gardens under the jurisdiction of the DPR and requires that the fees and charges collected (except those derived from the use of the Hanauma Bay Nature Preserve) be deposited into a fund designated by the DPR Director. Provides the DPR Director with rulemaking authority.

BILL 33 (2026): Establishes a special fund to be called the Parks Maintenance and Recreation Services Revolving Fund for the deposit of all revenues and proceeds generated by the DPR relating to the use of lands dedicated for park use or for park maintenance and recreation services, or otherwise earmarked for the restoration, operation, or maintenance of beaches and parks under the jurisdiction of the DPR, to be expended for DPR operations and parks maintenance and recreational facilities under the jurisdiction of the DPR.
